Incarnation of Evil: Born or Made
Evil comes from the corrupting influence of power, the need to protect that power, the inability of truth to speak to power and the subsequent isolation of the powerful, and it is something that can therefore "happen" gradually over time. I would imagine that is what happened to Hitler, Stalin, Pol Pot, Saddam, and Darth Vader as they increased power, and associates were no longer able to be honest with them.

Some rise to power because they are ruthless and driven by greed and the lust for power, and have been since long before they became powerful. In those cases, I would contend that their evil made them powerful and not the other way around.
I agree with this to a point: I think there has to be something innately wrong with a person to order the killings of millions. But I think to get the power to do that, they go through the other steps.
